Svendsen was born in Riga, Latvia, in 1938, and later studied philosophy and speech and drama in the United States. From 1959 to 1962 he was a graduate student in the drama department at Stanford. After leaving Stanford Svendsen taught drama and drama theory at UC Berkeley and at the California Arts Institute.
